If your into testing wireless security and tinkering with software and hardware, this might be right up your alley. The folks at WarDriving have made sample boxes utilizing an OpenBSD OS on an Intel based system. This would allow you to build an in-car device that could scan as you drive. Add a mini-pci wireless card and add an external attenna and you are well on your way. 
One of the mentioned boxes comes with an lcd display, which you could mount on your car dash. Remember to get a converter box for car-to-laptop power and let the fun begin. You could also hook up an external bluetooth device, with high-gain external antennae, and roam for open bluetooth devices.
